Designing courses for XBox

May I know if designing a course it si compatible for ALL platforms?

Can you design on the PC and use on a Xbox or must you use an Xbox to design a course? I heard its best to design on a PC, is this true?

You can design on any platform and any game designed on any platform is playable on the other two.  So yeah, you can design on a PC and play on an XBox One.  I'm a terrible designer, but I do find it easier to design on a PC.  The primary reason is the thing I suck at most is creating believable topography.  On the PC version you can use ChadGolf's lidar tool utility to create the course topography for you, if you have LiDAR data for the course or area on which you want to make a course.

I'm trying to create one of my favorite local clubs and the topography part is doable, but I'm not good at planting, but it's fun.

A tool like ChadGolf's LiDAR tool?  If that's what you're asking, it only works on a Windows 10 (not sure about 7 & 8) PC.  The default tools in the PC, XBox One, and PS4 versions are all the same.  The only difference is whether you choose to use a mouse to interface with them on the PC.
