I've come across a frequent issue in the creator where the fairways do not appear in certain sections. I've found it usually occurs when I create a new hole near or on a body of water. When I raise the ground up, a fairway still doesn't appear. Just rough. I know it's been a reported issue before, but that was a long time ago and still hasn't been fixed.
