Fairly new to the designer in tgc but playing other user created courses i always see fairway bunkers with a rough lining instead of the ugly heavy rough lining that the game resorts to when placing a bunker in the fairway. Whats the most efficient way to do this?

Maybe try just using a spline rather than a shape and draw your bunker that way and see if you like the result

A couple of the themes have different lips on the bunkers as well.

If you want your fairway bunker surrounded by fairway, you must use splines. If you use a shape, the game will automatically put rough around it.

If you like a particular bunker shape
from the three pages of choices ,
I flatten the fairway first , then pick
a shape lay it where required , then
spline around it then delete the shape
then sculpt... ;)

This is true.  Boreal has the most assertive lips, and many designers have a strong love or hate for the theme because of that.

What i do is lay the bunkers using brushes as usual till i get the shape i want then trace the outline using splines and then delete the brushes from under it. As mentioned above the splines dont have that rough outline unless you toggle it on. Just make your spline path as thin as possible and when you are tracing it stay a bit inside the outline of the brush bunker as the splines will fill out wider. You will soon figure out how much. I just find it easier to lay brushes to get the shape and trace it out than try and draw the shape freehand
