I expect there's a fair bit of work involved here. New structure for the definition of saved courses, new options in the designer to support the setup, new options when playing a round to select the various tees for each player. None of it very difficult or rocket science, but I expect hour-wise (for developers) it's pretty big. Hopefully it will be made a priority for the next 6 months. Especially in the simulator space, this needs to happen or it will be a huge disadvantage to PG (which is now supporting simulators). At $1,000 per sale of the simulator edition (not sure how it's shared between ProTee and HB) it's more than worth addressing this one.
Along with this, I think they need an option when you download a course to make changes to either "Publish" (under a different name/variation) or "Re-Publish" (replace the original with the updated one). The course database is huge and messy right now...a few years down the road it will be insane. If there was just one single version of "Magnolia National" with all the options for different tees (Men's, Women's, Championship, ProTee, etc.) that could be updated for pinestraw and replaced, it would be a DRASTICALLY more sustainable structure for the future.
