So my stepfather runs his golf on his laptop, as he does not have a PS4.
I cannot seem to find a physical disc anywhere - only on Steam, and he will not run steam because there have been issues for him in the past.
Is it possible to buy a standalone disc for PC please?

There is a disk version.  You can find it many places.  The only problem being is that it still runs through Steam for online and publishing/playing user created courses.  He could still play the PGA Tour career part and Course Creator Offline though.

He would need a great laptop and graphics card to play TGC on it. TGC renders the whole golf course when it loads, so TGC is a resource hog. You also won't be able to play with him since you are on a different platform.

You say that a disk version is available in many places?  I'm interested in purchasing a disk version in order to avoid dealing with Steam.  Can you name a few of those places?  Thanks.

GameStop, BestBuy, Walmart, Amazon....... pretty much everywhere now.  It will still install Steam as a gateway for online play.  But you will still be able to play offline if you don’t have internet access.
