So.  I bought this pc over the summer.  I7 9300k processor. 2700rtx graphics card, 16 GB memory and tgc '19 runs butter smooth on 1080p computer settings matched with any in game graphics setting.  It runs just a bit slower in 2056 computer settings and 2056 game settings.( forgive me thats an approx. Graphics number-going from memory)   But crank it up any higher and forget it.  I swing and the avatar doesnt move till after I've swung. 
   My television is set to game mode display.  I've found going outside of this creates lag problems.  4k tv.

  So my question is.  ..shouldnt the game run smoother at higher settings with the pc I have referenced above?

I don’t understand all the setting you can do in game as far as graphics quality goes im running the game on my gaming laptop at 1080p at 100% whatever that is, is that resolution or graphics quality.

If you’re running an RTX Card there really isn’t any need to up the stock graphics level. 

I run a GTX 1080 card on a 4K TV at stock settings and couldn’t be any happier with the graphics.
With an RTX Card id be more inclined to look at your TV.  All 4K TVs are not created equal as far as display quality.  It could very well be the refresh rate on your TV.  I use a Sony 49” with a 240 hZ refresh rate.  4K TVs come in 60, 120, and 240 hZ. The motion flow is better the higher the number.
That could be your issue.  Good Luck,

Thanks.  It's a 120 hz 4k. Dont get me wrong the game looks fantastic at 1080p pc graphics with the game graphics set to highest. ..which is like 4280.  I cant remember the exact number.   But I have to wonder if the pc is set to 1080 how much setting the graphics level up in the game effects the look

So. The rtx card automatically looks better than a gtx?  I thought an rtx was just ray tracing which I dont believe the game even supports.

You really should take the time and put your proper system specs in a txt file for reference. I take it you meant you have a i3 9300k CPU with a RTX(which is a souped up GTX) 2070 GPU. When running 2160p over 1080p you are rendering 4x the pixels requiring nearly 4x the processing. So you will most likely have to dial back the in game graphic settings at 4k. So depending on what setting you may have to make compromises on, will it look better than 1080?

That i3 will be your limiting factor.
Toggling Sky off gave me a big boost in FPS so could keep all other settings on high at 2160p.
