I make my own courses using the 2K version of the golf game.
I see other courses where the crowds are sparse, limited, etc. I see how to add crowds but I cannot figure out how to change the quantity of people in the crowd or, if they are facing the wrong way, how to turn them around so that they are facing the correct direction.
Please help if you can.

The thing that bugs me most about crowds and why I don’t use them is the crowd noise.  If I have ANY
spectators anywhere then I have crowd noise throughout the entire course.  I would use them more if they allowed us to add the crowd noise separately or if they would only have the crowd noise where the spectators are placed.

Hello.
I'm afraid you can't turn the crowds around, as in the old game. If you make the circles, squires or whatever smaller then the crowds will be smaller, it's a bit hit and miss you may want to experiment.   ;)

I've seen individual fans separated by 20 feet or more from the rest of the galleries.  It always makes me think about how cool it would be to just have incidental passers by, pedestrians, going and coming to and from houses, buildings, cars, etc., in the periphery while you're playing a casual round, without spectators or galleries.

What I'd really like to see even before that would be golfers in action up ahead of you and on adjacent holes.  Nothing really all that intricate, but something that would convince you that you aren't playing the course in your own little vacuum.

I've often thought of that myself, it would be nice to see other golfers on the course.

One of those things I'm afraid once a course has been published no one can alter it not even the designer, the only way is to alter the settings in design and re publish. Come to think of it you could publish two courses, with the crowd and one without.

You can publish 2 different versions with and without crowds.  I just don’t design my courses for them....they annoy me.
